Research Security Training

Section 10634 of the CHIPS and Science Act of 2022 (42 U.S.C. § 19234) requires covered individuals participating in federally funded research and development activities to complete Research Security Training (RST) in accordance with requirements established by the applicable federal sponsoring agency.

Applicability

RST requirements apply to covered individuals identified by federal agencies, generally including senior/key personnel, on proposals subject to an agency's RST requirement. Definitions of covered individuals and specific requirements may vary by agency, funding opportunity, and award mechanism.

As of September 2026, the following agencies have implemented RST requirements:

ORSP will determine whether RST applies based on the requirements in effect for the applicable sponsoring agency and funding opportunity. An active federal award does not, by itself, create a retroactive RST requirement. However, an agency may require RST for an existing award through award terms, modifications, progress reports, personnel changes, or other post-award requirements. ORSP will evaluate these requirements as applicable.

Training Requirement

Covered individuals subject to an RST requirement must complete qualifying training within the timeframe established by the sponsoring agency and before proposal submission when required. Proposal and Award Compliance

For proposals and awards subject to RST requirements:

• ORSP will identify applicable RST requirements and covered individuals. RST is required only when required by the applicable federal sponsoring agency, funding opportunity, or award terms. This applies to federal research proposals for which 草莓传媒官网下载 is the prime institution or a subawardee.
• Covered individuals are responsible for completing required training within the applicable timeframe.
• ORSP will verify and document completion through CITI or other appropriate documentation. ORSP will record the training completion date in the investigator's ORSP record and retain a copy of the training certificate in the investigator's ORSP file.
• When required, the Authorized Organizational Representative (AOR) will provide the applicable institutional certification.
• Researchers are responsible for maintaining current training when renewal is required. As a courtesy, ORSP will send a reminder to individuals whose training will expire within 30 days.
• As a proactive compliance measure, ORSP may request that key personnel on any research proposal complete RST in advance. Such a request does not establish an RST requirement when the applicable sponsoring agency, funding opportunity, or award terms do not require the training.
